Yesterday I went through episodes 10 to 13 of Psycho Pass Season 1 and yes, the story is finally getting to the point I was expecting. The arc involving the hunter really pushes the themes of this dystopian world into focus and we finally get to see the real enemy in action.
In this chapter, a close friend of Akane gets kidnapped in order to lure Kougami into a death match with the hunter from the previous arc. Kougami manages to win and survive, although he gets hurt quite badly. Unfortunately the girl is killed right in front of Akane by Makishima Shougo.

Akane tries to stop him, but the Dominator refuses to activate. Makishima is considered not a valid target, since his values are extremely low, far below the threshold required for enforcement. This leads straight into the major reveal of this arc.
The Sybil System is terribly flawed, as one would expect. Not everyone is detected properly when committing crimes, with Makishima and at least one person from the past mentioned as examples. The government knows this, but in order to preserve the illusion of Sybil's perfection, they sweep everything under the rug and quietly eliminate those who slip through the system.
I doubt this is the full truth. Joshu Kasei, the bureau chief, seems fully aware of Makishima's existence even beyond what her agents report. That suggests the problem runs much deeper into the government than anyone wants to admit.
After all, how can this man have access to so many resources, so much manpower, and commit crimes on such a scale while staying invisible to the very forces hunting him? I am leaning toward the idea that someone with influence is supporting him, although the motives are still unknown.
Once episode 11 ended, I immediately jumped into the next few episodes because I wanted to see how Akane was processing everything after that awful incident. After an episode that explores the past of Yayoi Kunizuka, we see that Akane is actually holding up quite well.
She is determined to track down Makishima and bring him to justice, yet her crime coefficient values remain very low. I honestly was not expecting her to be this mentally strong in the face of such cruelty. Now she and Kougami share the exact same objective.

All that remains is to see how they will corner him in the last nine episodes of the season. I am really looking forward to witnessing his downfall.
