Crowe is suspicious isn't he?

Crowe is a new character who was introduced in the Tales of the Hobbing Crow event in this patch (3.0) of ZZZ. It was a rather minor event with only two voiced scenes and some fairly easy detective-themed mini-games used to resolve mysteries around town. It was pretty good, but the part I'm honestly curious about is his role in the story, as he seems to know too much. He immediately knew who Belle was (the proxy), and he knows how we reached Roscaelifer, our links to Lady Sunbringer, and the whole mess happening right now.

To make it even more suspicious, he has a unique design that is definitely a step above most NPCs. Adding to that, in the final scene (see attached image), Sigrid, who works for the government, arrived to talk with him about some serious business, which makes me wonder if he's actually going to be important to the story in the next patch.

It would be nice to see NPCs blended into the main story, too, just to keep things more lively compared to limiting ourselves too much to playable agents, as we have so far.
