Psycho Pass S2 - Ok, that final scene. Who is Togane? Why?

Just finished watching episodes 4 and 5 of Psycho-Pass Season 2, and I have more questions than answers coming out of it. The story continues with the siege scene, with the Inspector trapped inside together with a criminal and tons of civilians.

Everything so far has been "just as planned" for Kamui. The area stress rises and he manages to get lots of data on Inspectors using the gun against tons of targets, including the poor Inspector herself (the author of this show seems to love killing attractive women for some reason).

He even managed to completely brainwash Mizue Shisui (the kidnapped inspector from the first episode) to the point that she's completely in love with him and will be ready to do anything. This is a completely different approach to Makishima that just helped existing criminals from outside while not really befriending them.

Pensive Akane

I am assuming the plan is to create his own version of the Dominator gun, but I wonder if there is a point to that. While the gun is definitely a powerful device, Makishima in the previous season confirmed clearly that there is no need to have it to cause terrible chaos in the city.

Plus, how is this going to help break the control that the Sibyl System has over society? Makishima definitely managed to do much worse and it didn't impact society at all in the long run. I am still unable to see the endgame, but I guess it is still too early for that to be revealed.

Drinking Akane

Totally brainwashed Mizue.

Mika Shimotsuki continued being annoying in these episodes too, trying even to frame Akane and get the right to "punish her" in case she makes a mistake. Just how self-centered can you be? Especially considering she is not even able to do her job right...

The final scene with Mika infiltrating Sakuya Togane's room was probably the first time in her life she has been useful to the world. Togane seems to have tons of pictures of Akane all over the place and now the question is... is he a fan of the adorable Akane just like us?

Okay no, probably not that. I am leaning toward the idea that he has some past with her, but considering that Akane has no memories of him, what exactly links him to her? It would be easy to frame it as just an obsession, but I feel there has to be something else.

Also how did Kamui manage to replace a politician altogether and for just how long this has been going on? Nobody doubted anything and only Joji Saiga was able to see through the lines and confront the impostor which seems to be completely unrepentant.

I am looking forward to seeing how they will handle the disastrous situation with Drones armed and controlled by other citizens roaming the streets killing indiscriminately. The inspectors/enforcers are definitely going to get a wake-up call here...
